CONTACT YOUR LEGISLATOR

Tell them to pass a bill (constitutional amendment) to get Fix Prop 19 on the 2026 ballot.

Email, call or find them on social media. Be persistent. They can get this done without the need for another petitioning campaign.


A. Find your Legislators here. 

B  Call and get the email for a Legislative Director or Aide. Then ask them to support #FixProp19, and to find more info at ForCalifornians.com. Then call to follow up. If you live in their district, have them RECORD your view - you are against 2020's Proposition 19. Give them your contact information: name, phone, zip code.

HOW TO FILL OUT THE LEGISLATOR'S FORM

These are possible questions and our answers. Please personalize your own story for greater impact.

Find your legislators here. Go to Contact. Choose:

1. Comment. 

  • Provide your name, address, etc.
  • NAME OF ORGANIZATION: choose one or something you are comfortable with:    For Californians, Nonpartisan volunteers to #FixProp19
  • WHO DO YOU REPRESENT (groups, neighborhood, city, etc). Ex: Artists who will be displaced. Disabled Senior citizen who can’t afford higher property taxes. FixProp19, ForCalifornians.com 
  • SELECT AN ISSUE: Propose a new law
  • IS YOUR SUBJECT/CAUSE TIME SENSITIVE? Yes, Legislatures have a 2/21/25 deadline. we need to get them to see/listen to us before then. Request a meeting accordingly.
  • IF THE ASSEMBLY MEMBER OR SENATOR IS NOT AVAILABLE? Respond with “yes” – that you are willing to meet with staff. 
  • HOW MANY PEOPLE ARE IMPACTED IN YOUR DISTRICT. All.
  • After you do this, we want you to also request a meeting.
  • COMMENTS: include #FixProp19, ForCalifornians.com. Urge them to sponsor a bill to get this on the 2026 ballot. Example:


WE ARE IN JEOPARDY OF LOSING OUR HOME! Please sponsor a bill to #FixProp19 and help us update Proposition 19 (2020), the death tax that’s bleeding the working and middle class dry. Prop 19 has been devastating to my family and we’re desperately trying to hold on! Reinstate Prop 58 & 193 to roll back the assessment value of inherited property to pre-Prop 19 values. We’d like to keep the portability aspects of Prop 19 but update the massive financial burden this law is causing and roll back the property tax rate to pre-Prop 19 level.


Then we need you to also schedule a meeting. One or more of us can go with you. 

2. Scheduling Request. There are 3 options: in person, virtual, and event.

    A. Meeting Request We are asking for an “In-Person” meeting to discuss our wants.

  • Fill out their form with your personal information.
  • MEETING TOPIC/PURPOSE OF MEETING: Put our mission statement here.
  • BILL NUMBER: we don't have one at this time.
  • ISSUE TO BE DISCUSSED: Fix Prop 19.
  • POSITION: Support. You are asking your Rep to support us on Prop 19.


       Attendees

  • Fill in your personal information.
  • ATTENDEES: I will see which volunteers are available that day. It will be from 1-5 people only. If you do not know who is coming, ok to leave blank. Give names of other attendees when requesting a meeting.
  • ATTENDEE IS CONSTITUENT: Yes, if you live there and this person is your Representative.

     

      Meeting Date/Time & Location

  • FLEXIBLE: Choose this option.   
  • One that improves the chances of meeting with the Assembly Member or Senator.
  • Work on the availability of the legislator.
  • Be flexible, offer alternatives.
  • Avoid saying “I need to get back to you after I check with my group members.” 


      Preferred Location of Meeting:

  • Capitol Office

                 PROS may be a better chance to meet with your Rep. 

                 CONS would it be very hard on you if you have driven for hours and still didn't meet with them? May only speak with an Aide.

  • District Office 

                 PROS easier for you to stay local.
                CONS may only speak with an Aide.

  • Virtual Meeting
       PROS Could be anytime.
       CONS would have to find someone with a video account.
  • Other

     B. Virtual Request 

  • Invite them to be a guest speaker at our weekly 7 PM Zoom meetings.
  • EVENT TITLE Weekly 7 PM Zoom meetings for Volunteers.
  • DRESS ATTIRE. Casual.
  • How long will the Assemblymember be speaking or participating? 1 hour.
  • Subject Matter to be Addressed and/or the Assemblymember's role. Give their stance on Prop 19.
  • WILL THERE BE OTHER SPEAKERS? No.
  • WILL THERE BE A Q&A? Yes.
  • HAS THE MEDIA BEEN INVITED TO ATTEND? No.
  • APPROXIMATE ATTENDEES 20-100.
  • ADDITIONAL COMMENTS:


    C. Event at a physical location. 

  • We have none at this time. Possible ones are rallies, parades, neighborhood events, etc.


3. Follow up your request.

  • There may be a timeline specified.

IF YOU SECURE A MEETING

  • Make sure other attendees can make the date/time or be prepared to present on your own.
  • Ask how long you will have to speak?
  • Reconfirm.


Research Your Representative

  • What party does your representative belong to (Republican or Democrat)?
  • Newly elected or a veteran? (# of terms and years).
  • If a veteran, any leadership positions? Committee Chair?
  • Is your representative a member of a key committee? 
  • Is your representative a Sponsor or Co-Sponsor of key bills?
  • Representative Office Location, Phone Number, etc.


Prepare your presentation

  • Provide a meeting agenda. (Plan on 30 minutes).
  • Introductions (5 minutes) 
  • I represent a Nonpartisan all Volunteer Group, FixProp19
  • Introduce Topic (5 minutes)
  • “I/we are here today to discuss amending Proposition 19 of 2020, which enacted ill-fated changes to the California property tax laws, causing dramatic financial hardship on seniors, disabled, renters, and small business owners.”
  • We are here because - 1 minute impactful statements, such as, I will lose my home! Let me share a 2 minute story. 
  • Real life impacts realized by Californians (5 minutes)
  • Property tax protections and safeguards stripped away
  • Unforeseen escalated property taxes
  • Losing homes because of Prop 19
  • Potential homelessness
  • Misleading Ad-Campaigns (5 minutes)
  • $40M funding from CAR
  • Funds have not been given to organizations mentioned
  • Our Ask (5 minutes)
  • Reinstate Props 58, 193, and roll back assessments to pre-Prop 19 levels.
  • Provide “Legislative Proposal” documents and other relevant handouts. 
  • Follow up (5 minutes)
  • Action Items if any
  • Meeting close


Before the Meeting

  • Know the location, parking, building, room number, time.
  • California State Capitol 10th and L Streets. Sacramento, CA 95814.  Know which of the 4 entrances to use. 
  • Arrive early, allow time for parking, security screening. 
  • Consider wearing a name tag. Makeshift: cut up paper and tape to safety pin.
  • Take materials with you and a notepad, pen. 
  • Take a computer and bookmark web pages.  
  • Provide a copy of key documents for the Representative.
  • Make sure everyone in your group has a copy of the key documents and videos.
  • Ask your team members to take notes. Designate one team member to observe reactions of the state team and for specific talking points during the meeting. 
  • For any location, check on Wifi if showing videos or needing internet access. (HINT: do not rely on Internet connectivity.  Download any presentation you wish to show and run it from your computer.”
  • Practice any videos so you know how to play immediately. And volume.

THE MEETING

  • Dress appropriately.
  • Silence cell phones.
  • Formally address the representative, ie as “Assembly Member ______” or “Senator ______.”
  • Introduce yourself and have others who are with you to do the same.
  • Be confident and serve as the knowledge resource for your cause.
  • Be energetic, positive attitude, show enthusiasm, positive body language.
  • Be cordial, state your case, ask questions then listen, take notes.
  • Do not record the session unless you ask for permission to do so.
  • Speak clearly and provide your “ask.”
    • Provide subject of the “ask” in a simple sentence.
    • Provide summary in bullet points.
    • Make a “case” for your ask.
  • Know your cause, demonstrate your expertise, but do not mislead or give false information.
  • Make sure you capture the names (with correct spelling) and positions of those who represent the Assembly Member or Senator.  Ask for their business cards. 
    • Distinguish between key items you will hand over during the meeting vs additional docs/notes you may need to answer questions. 
    • Do not let the paperwork be the focus. Suggest something like, “I brought this for your records and hope you will review it after our meeting.” 
    • For documents that you will turn over, put them in a manila or folder and put a title on the folder, include the date. 
  • If in public location, make sure you provide directions to legislator.
  • If in public location, make sure room is accommodating and comfortable.
  • Allow your representative to ask questions and engage in the conversation.
  • Allow for your team to provide very brief statements. You as the presenter should provide the bulk of the ask.
  • Ask if the Representative is open to further discussion and/or being a Sponsor or Co-sponsor of your cause.
  • If the Representative cannot commit, ask if they need more time or information.  
  • If the Representative is onboard with being a Sponsor or Co-Sponsor, ask if you can take a photo and post it.
  • Ask for “next steps” and “dates for follow up.” 
  • Thank the Representative and their staff for attending the meeting.

POST MEETING

  • Send “thank you notice” to the Representative.
  • If you are conducting follow up action items, state that in your email/letter and give an estimated time for when your tasks will be completed. 
  • Debrief with your team.
  • What went well.
  • Where could you have been stronger.
  • General sense of meeting.
  • Action item assignment amongst you and your team members for follow-up.
  • Let us know what happened.
