2011 CA Legislatures took away our right to put citizen's initiatives on the ballot every election

So now citizens can only attempt EVERY TWO YEARS to place on the ballot. By signing Reclaim Voters' Rights you are saying you want citizens to try EVERY BALLOT instead of waiting 2 years, 4 years, 6 or more to fix legislation citizens do not like. IF Reclaim Voters' Rights wins, and Fix Prop 19 does not get enough signatures to get on the ballot 2026, then next year we can attempt a signature petition campaign again, instead of waiting for 2028. OK to return both petitions in same envelope. THEY MUST BE ON 2 SEPARATE PIECES OF PAPER TO BE VALID.

Many petitions are filled out inaccurately or incomplete and therefore are invalid. STUDY FIRST what information is needed and where to write it in order to avoid cross outs as some counties do NOT allow cross outs. If you make you make a mistake, write in a a new signers box, or print out a new petition and start over.

STEPS 3/4 Declaration of Circulator (DC) fill in EVERYTHING

Print your name, address, city and zip

YES, even if you wrote it in STEP 2, this is a different section. You are providing an affidavit that you “witnessed” your own signature (and other signers - if they are on your petition.) Prefer no abbreviations. STATE -OK to write CA. 

First Date and End Date

Signer #1 what date did they sign = first date.

Last signer what date did they sign = end date.

OK if both dates are the same:

  • there is only one signer. 
  • all signers signed same day.

OK if both dates are different:

  • signer #1 signed Sunday. Last signer signed Monday.

OK if you have only one signer. 

Date, city you are in, signature

What is the month?, day?, year?, city? that YOU are physically in when you finish the DC.

  • This date can be the same as the “end date” OR any date after, BUT NEVER BEFORE the "end date."

Then sign your signature.

YES, in some cases you will write your home address 3 TIMES on the petition

Once, if you fill in the signature box.

Twice, when you fill in the DC.

Thrice, if you finish signing in your home, you need to write it all again on the final line of the petition.

Only petition page needs to be printed and returned if you Print Your Own.

  • Do NOT alter size or margins - 1 inch blank space must be on top.
  • OK to make multiple photocopies of the unaltered original petition.
  • NOTHING is pre printed, nothing printed on the back = invalid.


If you can select print US Letter Borderless it's better for the instructions, otherwise don't worry about it.


If you send back both petitions, they need to be on 2 separate pieces of paper.


DO NOT:

  • fill in Declaration of Circulator and then make photocopies thinking you'll save time by not hand writing. ALL OF THEM ARE INVALID.
  • type IN YOUR Declaration of Circulator, save it, press print when you need more. ALL OF THEM ARE INVALID.

There is a LEGAL SIZE form that holds more signers

  • If you are experienced and can obtain more signatures you can pick up or we'll give you the link to the document. YOU PRINT on LEGAL SIZE 8.5 x 14 paper.
  • If  you print this format on STANDARD 8.5 x 11 paper = invalid.
  • You will print out the Official Top Funders sheet and show to each signer. You must print out a new one each month with the valid date.
  • You will wear on outermost clothing a badge Volunteer Circulator. Some counties may require it. Also reported better interactions with signers when wearing it.
  • Learn to be a signature gatherer. Signature Gatherer Guide -coming soon -or call to learn. Even 1 hour tabling helps. Need a buddy, 
  • To get legal size fill out Signature Gatherer Form.
  • Training Dates TBD. 
  • Must study the Signature Gatherer Guide.
  • Has to be 18 years or older.
  • Does NOT have to be a CA voter nor citizen.
  • If asked the Proponents of both campaigns is: United Organization of Taxpayers.
