February 16, 2021, Prop 19 new property rules began

Before Prop 19, property passed to child or grandchild, was reassessed and the property tax did not immediately increase because of Propositions 58 and 193 protections against higher taxes. This created affordable housing and fostered small business growth. 


After Prop 19, the property is passed, reassessed and in many cases a higher amount of yearly property tax is now due. Many cannot afford the sudden and sometimes over 1,000% increase in property taxes and have to sell.


Voters were deceived by Prop 19's advertising and no mention in the Title or Summary that Propositions 58/193 would be removed. History of Prop 19, ads, voter guide and more. (#FixProp19, Reinstate 58 and Repeal the Death Tax are all the same movement.)


To change the law we need to get Fix Prop 19 on the 2026 General Election Ballot and vote! Join our grassroots nonpartisan volunteer group. 1. Join The Movement - Power In Numbers

The fight to Fix Prop 19 is active, ongoing, and gaining momentum. This may feel like a slow, bureaucratic process—but together, we are making progress! Join our weekly 7 PM Zoom meetings and be part of the movement!

📌 ACTION STEP: Sign up to help, be notified of weekly meetings or at least be notified of major developments. Your information is not sold.

2. The Citizen’s Initiative – Your Signature Matters

Show your support for Fix Prop 19 with the Sponsor. 1 million sign ups are necessary to help launch the next ballot petition. Your voice and action count! (Even if you have signed up with them before. This is a new request.)

2. The Legislative Path – Persistence Wins

We are mobilizing to contact as many Senators and Representatives as possible to push for a Constitutional Amendment. Legislators submit initiatives for a vote every MAY and OCTOBER, and we need to ensure #FixProp19 is on the agenda! We have already prepared the documents—making it easy for lawmakers to act.

3. The Executive Order Path – The Governor’s Power

A Governor’s Executive Order could provide relief and reverse the damaging effects of Prop 19. While this is a challenging route, we are actively engaging in efforts to make this a viable solution.

HOW TO CALCULATE PROP 19 TAXES

If you inherit a home:

EXAMPLE Forty years ago, your parents paid $100,000 for their home. Today it's worth $2.5M.  Here is how an inheriting child's taxes can become unaffordable.


  • Annual parent property taxes were less than $3,000.
  • The day the last surviving parent passed, the property was reassessed to a current market value of $2.5M. New taxes are $25,000 per year.
  • With an exemption*, taxes could be reduced to $15,000 per year.


In this example, taxes have climbed from $3,000 to $25,000.  That's before local taxes and bonds have been added on top! Many County Assessor Offices have "calculators" to help you determine what taxes would be under Prop 19. View their websites to learn more.


*You can apply for a limited exemption on the parental home if you qualify. No exemptions on other property - rentals, second homes or family business property.

If you rent:

The inheriting owner may not be able to afford higher Prop 19 taxes. 

  • Rents increase or rentals are sold.

If you own a business:

You may not be able to afford market rate property taxes without:

  • Raising prices or lowering quality.
  • Layoffs... or closing.
